I am unable to Create WTH Tax in R12.Please Suggest the Setup to Calculate the Withholding taxes .

1. Enable with holding tax in
1. Enable with holding tax in tax region of the payables options
2. Assign a w/h tax to an invoice
System should automatically calculate the w/h tax.
